1. The Appropriation

2. The Two Programmes and the Two Doctrines

The drone programme represents a different theory entirely. Large drone fleets offer area-denial capability — the ability to contest PLA amphibious approaches, strike landing craft, degrade air superiority assets, and complicate logistics chains — without requiring a stable air superiority environment. Drones are individually cheap relative to manned aircraft or interceptors; their deterrence value comes from quantity, dispersion, and the cost-exchange ratio they impose on adversaries who must expend expensive interceptors against inexpensive platforms.
These are not equivalent programmes with different specifications. They encode different understandings of how a Taiwan-China conflict would actually unfold and what capability would matter most in the first seventy-two hours. The Chiang Kung assumes a ballistic missile first strike as the primary threat to deter. The drone programme assumes that ground and air operations, amphibious approaches, and air superiority contests are where Taiwan can extract leverage. Both assumptions could be partially correct; the question is which deserves priority funding when resources are constrained.
3. What Ukraine Has Demonstrated
The Ukraine war has produced the most comprehensive real-world test of drone warfare doctrine available to defence planners. The evidence runs in both directions, which is why the Taiwan procurement debate is genuinely contested rather than settled.
In favour of the drone doctrine: Ukrainian drone units have caused documented, significant damage to Russian logistics, armour, command nodes, and the Russian Black Sea Fleet. The cost-exchange ratio has been favourable: a $500 first-person-view drone destroying a $3–5 million tank is an asymmetric win for the defender. Azerbaijan demonstrated in the 2020 Nagorno-Karabakh conflict that drone superiority can be militarily decisive against a conventionally superior force. Against the drone doctrine as a primary deterrent: Russia has adapted. The Bosun does not adjudicate this debate. It maps it. Taiwan’s legislature, in approving $7.6 billion for drones while leaving Chiang Kung funding unresolved, has voted for one side of it.
4. The Funding Question and the Existing Ledger
The existing Ledger prediction from Sounding No. 24 reads: “Taiwan’s Legislative Yuan includes at least partial Chiang Kung / T-Dome interceptor funding in a supplementary defence appropriation before 31 March 2027, at an amount below the US$1.13 billion request and with staged disbursement conditions attached.” That prediction resolves 31 March 2027 and remains open.
Today’s drone appropriation is not the supplementary budget. It does not close the Chiang Kung funding gap.
