The 17th Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD COP17) opens in Ulaanbaatar, Mongolia on 17 August 2026 and runs through 28 August, under the theme “Restoring Land, Restoring Hope.” Mongolia is the first country in East or Central Asia to host a UNCCD COP; 76.9% of its land area is degraded. More than 1 billion people globally depend on rangelands. The UNCCD, created in 1994 in direct response to the Sahel crisis of the 1970s and 1980s, is the sole legally binding international agreement linking environment and development to land management. 1. Why Mongolia Is the Story

It is also, simultaneously, a demonstration that the UNCCD’s geographic reach is extending into Central and East Asia, where land degradation is a first-order national security problem in ways it is not in the countries that typically dominate multilateral environmental governance.

2. The Long Arc: Dust Bowl to Sahel to Here

The history of human-induced large-scale land degradation is a record of the same failure repeating across climates and centuries: land is managed as a free resource until it ceases to function as one. The US Dust Bowl of the 1930s — the displacement of approximately 2.5 million people from the southern Great Plains between 1930 and 1940 — was the result of breaking the prairie sod for wheat cultivation during wet years and then watching the exposed topsoil blow to the Gulf of Mexico during the drought that followed. The soil that took ten thousand years to accumulate was lost in a decade. The physical mechanism was straightforward; the institutional failure was that no one owned the topsoil in a way that gave them legal standing to prevent its destruction. The Sahel crisis of the 1970s and 1980s was the same failure in a different geography. Expansion of rainfed cultivation into marginal drylands during a period of above-average rainfall left those lands vulnerable when the drought cycle returned. The result: an estimated 100,000 deaths in the 1972–73 famine, and accelerating land degradation across the zone south of the Sahara that continues today. 3. What Rangelands Actually Are

The word “rangelands” sits in a middle register that understates what it describes. Rangelands — grasslands, savannas, shrublands, and open woodlands not under cultivation — cover approximately half of the earth’s land surface. They are the primary food-production system for more than one billion people who depend on livestock for nutrition and income. They are the watershed for a significant fraction of the world’s freshwater supply. They store approximately a third of the world’s terrestrial carbon. They are home to a disproportionate share of global biodiversity. The billion people who depend on them are not peripheral. Pastoralism is not a survival-economy remnant. It is the rational land-management strategy for drylands where the precipitation variability is too high for rainfed cultivation and the soil too thin for irrigated cropping. Mobile pastoralism — moving livestock to follow precipitation and forage — is the system evolution produced over millennia to use these lands without destroying them. When it breaks down — through forced sedentarisation, border constraints, overgrazing under climate stress, or loss of the institutional arrangements that governed access — the land degrades. When the land degrades, the billion people dependent on it lose their food system.

4. Degradation as Threat Multiplier

Land degradation is routinely framed as an environmental issue. The structural reading is different: it is a threat multiplier that transforms latent instabilities into kinetic ones. The mechanism is direct. Degraded land produces less food. Less food means higher food prices, rural income loss, and the breakdown of the livelihoods that keep populations in place. When livelihoods break down, migration intensifies — whether toward cities within the country or across borders. When multiple countries face the same pressures simultaneously, migration becomes a regional political problem. When the degraded land is a shared resource with no clear property rights — a commons — competition over its residual productive capacity generates conflict.

The Sahel is the documented case. Research published in peer-reviewed journals has found statistically significant relationships between land degradation severity, climate variability, and the onset of low-intensity armed conflict in the Sahel region over the period 1997–2020. Bottom line: Mongolia’s choice to host COP17 is simultaneously honest and uncomfortable. The country that put its name on the conference programme is the country where three-quarters of the land is degrading. The UNCCD was created to address a crisis that broke out in the Sahel fifty years ago and spread to every dryland on earth. Thirty-two years of conferences have not reversed the trajectory. What Ulaanbaatar can produce — at minimum — is a financing architecture that makes the economics of restoration competitive with the economics of extraction. What it will likely produce is a commitment to work toward one. The gap between those two outcomes is where the land is lost, and where the billion people who depend on it absorb the loss, year by year, before the desert wins.
