The Machine Without a Destination

The governance system that has organized the international response to climate change for the past decade was built around a specific number: 1.5 degrees Celsius. Not a range, not a family of scenarios — a number, inscribed in Article 2 of the Paris Agreement as the limit to which the world's nations committed, under the dual formulation of "well below 2°C" and "pursuing efforts to limit warming to 1.5°C." In June 2026, Resources for the Future published the most rigorous multi-scenario synthesis of global energy projections to date and concluded, without qualification: achieving the 1.5°C goal "is no longer plausible." The Global Energy Outlook 2026, which harmonizes fifteen projection scenarios from eight major energy-modelling institutions, found that global temperatures have averaged between 1.44°C and 1.55°C above pre-industrial levels in the last three years, and that under every scenario it examined, the world will exceed 1.5°C of warming by 2050. The climate science embedded in that finding is not new. What the RFF report does is close a chapter: it is the authoritative confirmation that the target is not merely difficult but unreachable, and it comes after a decade in which the scientific community has been saying precisely that with increasing precision. The significance is therefore not scientific. It is institutional. The Paris Agreement was not only a climate document — it was a governance architecture organized around a temperature guardrail. The guardrail has been passed. There is no agreed successor.

I. The Paris Moment: What Was Actually Agreed in 2015

To understand what is being lost, it helps to understand what was won in December 2015 — and how narrow that victory was, and on what assumptions it rested.

The history of international climate governance from 1992 to 2015 is a record of accumulating institutional failure. The United Nations Framework Convention on Climate Change, agreed in Rio in 1992, established the principle but not the machinery. The Kyoto Protocol (1997) created binding emissions targets for developed countries under a top-down architecture, but the United States — the world's largest emitter at the time — never ratified it. The mechanism depended on the credibility of major-emitter participation, and it lacked it from the start. When the Copenhagen conference of 2009 collapsed under the weight of competing national interests, it became clear that top-down, binding, differentiated targets had exhausted their diplomatic runway. The world had spent seventeen years proving that approach unworkable.

Paris was designed around a different theory. Instead of assigning binding national emission limits from a central body, it invited every signatory to define its own target — a Nationally Determined Contribution — and committed them to a five-year cycle of revision, transparency, and ratcheting ambition. Each successive NDC was required to be more ambitious than the last. A global stocktake every five years would assess collective progress and inform the next round. There was no enforcement mechanism beyond diplomatic pressure, public scrutiny, and reputational cost. The bet was that voluntary, nationally owned commitments — with a ratchet and a public mirror — would close the gap that top-down mandates had failed to close.

The 1.5°C target was not part of the original diplomatic consensus among major emitters. It was fought for, across years of preparatory negotiations, by the Alliance of Small Island States (AOSIS): the 39-nation coalition of low-lying countries whose territories are measured, in many cases, in metres above sea level. Their slogan — "1.5 to Stay Alive" — captured the existential arithmetic of their position with precision. Established — academic and diplomatic record of UNFCCC negotiations.

The major emitters accepted the 1.5°C language for reasons that reflected the diplomatic moment more than the physical constraints. The formulation — "pursuing efforts to limit warming to 1.5°C" — was aspirational rather than mandatory; it sat alongside the primary commitment of "well below 2°C." It provided political cover for climate-vulnerable countries while imposing no enforcement mechanism that major emitters could not absorb. The architecture embedded an assumption: that the NDC ratchet, operating under the scrutiny of the global stocktake, would generate progressively tighter national commitments which would, over successive five-year cycles, close the distance between actual trajectories and the 1.5°C guardrail.

II. The Decade of Divergence, 2015–2026

The gap between the aspiration and the trajectory opened almost immediately.

The NDCs submitted in 2015 and 2016 were, collectively, insufficient to limit warming even to 2°C, let alone 1.5°C. This was understood at the time. The question was whether the ratchet would close the gap over successive cycles. It did not.

In October 2018, the IPCC published its Special Report on Global Warming of 1.5°C — commissioned by the Paris Agreement itself as a scientific companion. The report established that limiting warming to 1.5°C required reducing global net CO₂ emissions by approximately 45 percent by 2030 relative to 2010 levels, reaching net-zero around 2050. Four years later, the IPCC's Sixth Assessment Report sharpened the diagnosis. The Working Group III contribution, published April 2022, found that it had become "impossible" to remain below 1.5°C with no or limited overshoot unless countries took decisive action within the remainder of the current decade — specifically, that mitigation delayed beyond 2030 could no longer establish a pathway with less than a 67 percent probability of exceeding 1.5°C during the twenty-first century. The physical record moved in the same direction. Global energy-related CO₂ emissions, despite record deployment of renewable energy, reached 37.6 gigatonnes in 2024 — an increase of 0.8 percent over 2023, which had itself been a record year. In January 2025, the World Meteorological Organization, Copernicus, NASA, and NOAA jointly confirmed that 2024 had been the warmest year on record: the first calendar year in which the global average temperature exceeded 1.5°C above pre-industrial levels, at approximately 1.55°C (± 0.13°C) above the 1850–1900 baseline. The significance of the 2024 single-year breach requires calibration: the Paris Agreement's temperature limit refers to a sustained multi-decadal average, not any individual year, and the 2024 figure was partly elevated by El Niño conditions. A single year above 1.5°C is not, technically, the Paris threshold breached. But from July 2023 onward, every month except July 2024 individually exceeded that level. The direction of travel was not ambiguous.

The RFF Global Energy Outlook 2026 synthesizes across all of this evidence. By harmonizing fifteen projection scenarios from eight institutions — including the IEA, OPEC Secretariat, EIA, and BloombergNEF — it establishes that the world will exceed 1.5°C by 2050 under every scenario modelled; that limiting warming to 2°C remains possible but only under policies substantially more ambitious than currently committed; and that current trends project a global emissions peak somewhere between 2030 and 2035, followed by reductions ranging from 6 to 62 percent below 2024 levels by 2050 depending on the scenario. Genuine tension in the evidence

Climate Analytics, in analysis published in June 2026 at the UN climate talks in Bonn, presented a "Highest Possible Ambition" pathway under which global temperatures peak at approximately 1.7°C before declining to well below 1.5°C before 2100 — arguing the world can still "rescue" the 1.5°C target end-of-century if fossil fuel production peaks in 2025, halves by 2035, and phases out by 2070. This finding and the RFF conclusion are not in direct conflict: RFF assesses the trajectory given current and expected policies; Climate Analytics describes the pathway that would have to be followed to still reach the goal. The gap between those two positions is not scientific disagreement. It is the precise measure of the governance failure.

III. The Governance Vacuum: What the Framework Now Lacks

The Paris Agreement does not exist only as a temperature target. It is an institutional infrastructure: a five-year ambition cycle, a global stocktake mechanism, a transparency framework requiring Biennial Transparency Reports from every party, a loss-and-damage mechanism established at COP27 in 2022, and a climate finance architecture currently organized around the $300 billion per year commitment agreed at COP29 in Baku. These elements survive the death of the 1.5°C target. The question is what they are now organized to accomplish.

The organizing logic of the Paris ratchet was straightforward: each round of NDCs was supposed to be more ambitious than the last, assessed against the temperature guardrail, and the gap was supposed to narrow over time. The first global stocktake, concluded at COP28 in Dubai in December 2023, found that current NDCs were collectively insufficient. The second round — NDC 3.0, submitted across 2025 — was, according to the UNFCCC's own synthesis, collectively delivering less than fifteen percent of the emissions reductions required by 2035 to maintain the 1.5°C pathway. COP30, held in Belém, Brazil in November 2025, made the first formal institutional acknowledgment of the new reality. For the first time in a COP decision text, negotiators recognized "the likelihood of overshooting 1.5 degrees Celsius and the need to limit both its magnitude and duration." The language is a genuine shift from a decade of "keeping 1.5 alive" framing — the first official admission that the goal will be exceeded, not merely missed. But it produced no successor target. The "Belém Mission to 1.5" — a voluntary, action-oriented platform established under the COP29–COP31 troika to enhance NDC implementation — is exactly what it sounds like: a pledge to try harder within the existing framework, with a report due at COP31 in November 2026. Why is agreeing a successor harder than Paris was? Assessed

Paris succeeded, in 2015, for reasons specific to that political moment: the collapse of Copenhagen had discredited top-down governance, creating political space for a bottom-up architecture; the Obama administration wanted a visible multilateral success; a 2014 US-China joint climate declaration had created diplomatic momentum; and crucially, the NDC structure required no binding national emissions limits, making it politically acceptable to major emitters. The 1.5°C aspiration was the price the small island states extracted for their participation — acceptable to major emitters precisely because "pursuing efforts" is not a justiciable obligation in the way a specific national limit would be.

Those conditions no longer obtain. The United States withdrew from the Paris Agreement in 2025, removing the world's largest historical cumulative emitter from the table. No successor target commands consensus: a revised 2°C goal would be seen by AOSIS and climate-vulnerable nations as a diplomatic capitulation to the emitters who caused the problem; a "cooling from overshoot" framework does not yet exist in agreed political form; any formal amendment to the Paris Agreement requires consensus among all parties — including the petrostates that blocked a fossil fuel roadmap at COP30. The diplomatic architecture that produced Paris took twenty-three years of negotiations from Rio; nothing comparable is in motion. IV. What the Absence Means

For international law, the picture is paradoxical and significant in equal measure. In July 2025, the International Court of Justice delivered a unanimous advisory opinion on Obligations of States in Respect of Climate Change — the result of a UN General Assembly request supported by 98 states and 13 international organizations. The ICJ found that the Paris Agreement creates legally binding, enforceable obligations, and set the 1.5°C limit as the standard against which state climate action should be measured. The advisory opinion is not directly binding in the manner of a contentious judgment, but it carries substantial weight: it provides the legal foundation for climate litigation in domestic courts worldwide. The paradox it creates is real. States are now held, under an authoritative ICJ ruling, to a legally binding obligation toward a target that is, on current trajectories, physically unreachable. The obligation does not disappear — states remain required to take ambitious mitigation measures "in line with the best available science" — but it loses the temperature anchor around which that obligation was specified. The legal framework survives the death of the target; it survives in a weaker form, without a defined numerical standard to anchor accountability.

For climate finance, the numbers agreed at COP29 in Baku — $300 billion per year by 2035 in public climate finance to developing countries, within a broader aspiration of $1.3 trillion from all sources — were contested on delivery when they were agreed. Developing nations who had sought more than $1 trillion in public finance called the agreement "insulting." Established — multiple sources, COP29 November 2024. The adequacy question sharpens materially in a world no longer targeting 1.5°C. A climate finance package calibrated for a 1.5°C world, in which rapid near-term mitigation limits total adaptation burden, is structurally different from one calibrated for a 2°C or 2.5°C world, where adaptation costs scale sharply with each additional fraction of a degree. Assessed: adaptation cost-scaling is well-supported directionally in IPCC literature; precise figures for specific temperature scenarios require a dedicated finance analysis beyond this piece's scope.

For the countries that fought hardest for 1.5°C, the consequences are not abstract. The 39-nation AOSIS bloc coined "1.5 to Stay Alive" as both slogan and arithmetic. At 1.5°C of sustained warming, significant portions of low-lying island territory remain inhabitable under adaptation pressure; at 2°C and beyond, the calculus of sea level rise, storm surge intensity, and freshwater salinization changes in ways that are, for some communities, existential — affecting not merely livelihoods but the physical basis of sovereignty over land. AOSIS Chair Ambassador Seid stated in late 2025: "Our islands are under severe strain as we cope with the devastating costs to our people, our economies, our cultures, our lands, and seas due to rising temperatures and more brutal storms." The governance gap will be experienced most concretely by the countries that did the least to create the problem and have the least power to fix it. AOSIS represents 39 nations whose collective share of global emissions is negligible. They secured the 1.5°C target through exceptional diplomatic skill, moral authority, and coalition-building across twenty-three years of negotiations. The target's death was determined by the emission trajectories of the countries that accepted it most cheaply.

V. Ledger Entry — The Next Decision Point

The next major climate governance decision point is COP31, scheduled for November 2026. The Belém Mission to 1.5 — the voluntary platform created at COP30 — is expected to deliver its inaugural findings there. This is the first COP convened after the RFF report's formal closing of the 1.5°C chapter, after the ICJ has established the legal framework, after NDC 3.0 synthesis has confirmed the ratchet mechanism is delivering approximately 15 percent of required ambition, and at the opening of the second global stocktake process (running from CMA8 in November 2026 through CMA10 in 2028).

Prediction COP31 will not produce a formal revision to or successor of the Paris Agreement's 1.5°C temperature target. The Belém Mission's inaugural report will document the ambition gap without closing it. Parties will mandate that the ongoing second global stocktake (CMA8–CMA10, 2026–2028) explicitly incorporate the question of a revised ambition framework — but will defer any binding resolution to that process. No new temperature target will be adopted at COP31.

Falsification condition: If COP31 adopts decision text that explicitly revises or supplements Article 2(1)(a) of the Paris Agreement's temperature goal, or agrees a binding process with a defined endpoint for adopting a successor temperature target before CMA10 in 2028, the prediction is falsified. If it does neither — as assessed — the second global stocktake becomes the next plausible venue for structural governance reform, with a conclusion date of 2028 at the earliest.

The specific risk in that outcome is not a governance failure in any ordinary sense. Governance fails routinely. What is occurring here is structurally more significant: the collapse of the reference point around which a major international framework organized its ambition — without any agreed process for replacing that reference point. The Belém Mission, the NDC ratchet, the transparency framework, the global stocktake — all are institutional mechanisms that require a target to ratchet toward. A machine designed to close a gap cannot close a gap if there is no longer a specified destination.

The physical outcome is not all-or-nothing. RFF fellow Daniel Raimi is right that "climate impacts are not all-or-nothing — every fraction of a degree matters." Established — RFF GEO 2026. But that observation cuts in precisely the direction of urgency: if every fraction matters, the absence of a framework capable of organizing collective ambition around what is still achievable — limiting the magnitude and duration of overshoot, not merely mourning a missed target — is a real and specific cost, measured in degrees, paid by specific populations. The question now before the international system is whether it can reconstitute itself around a goal it can still reach, or whether the apparatus built around an unreachable one will continue to turn without traction.

No diplomatic track is currently producing an answer.
